    Underrated character. Voiced by Phil Hartman if I’m not mistaken, and just as good as his two most prominent roles.

    Yeah, it was cool how, when Phil Hartman guested prominently in an episode, he would also snag the role of a minor character too. In “Burns Verkaufen der Kraftwerk,” Hartman’s main role is Horst, but he also voices the scummy stockbroker. In “Bart Gets Hit by a Car,” he debuts as Lionel Hutz, but is heard earlier in the episode as the voice of the heavenly elevator.
